Second: CIA involvement in Ukraine.
"## CIA Involvement in Ukraine: What's Documented vs. Contested
The question splits into three distinct layers, each with a different evidentiary status:
1. Pre-2014: Historical CIA Operations in Ukraine
Documented (declassified):
This is unambiguous but historical. It establishes a pattern but not a direct causal link to 2014.
2. 2013–2014: The "Coup" Question
What is documented:
| Event | Source | What it shows |
|---|---|---|
| Nuland–Pyatt phone call (late Jan/early Feb 2014) | [BBC transcript](https://www.bbc.com/news/world-europe-26079957); [Reuters](https://www.reuters.com/article/us-usa-ukraine-tape/leaked-audio-reveals-embarrassing-u-s-exchange-on-ukraine-eu-idUSBREA1601G20140207/); [PBS](https://www.pbs.org/newshour/world/leaked-u-s-phone-call-ukraine-draws-anger-russia-eu) | Nuland (State Dept) and Pyatt (Ambassador) discuss who should lead a post-Yanukovych government. Nuland: "I think Yats is the guy." They discuss excluding Klitschko from the government. Nuland: "Fuck the EU." |
| Nuland's $5 billion claim (Dec 2013, Kyiv) | [Reuters](https://www.reuters.com/article/us-ukraine-russia-deal-special-report-idUSBRE9BI0DZ20131219/) | Nuland publicly stated the US had spent ~$5B on democracy programs in Ukraine since 1991. |
| US-funded NGOs and civil society | [Factually.co fact-check](https://factually.co/fact-checks/politics/evidence-us-orchestrated-coup-ukraine-2014-487d75) | USAID, NED, and Western foundations funded opposition groups, media, and civil society in the years before Maidan. |
| Nuland's own account | [Wikipedia (Nuland)](https://en.wikipedia.org/wiki/Victoria_Nuland); 2019 Harvard Gazette interview | Nuland says she was "trying to de-escalate the Maidan conflict so that the Ukrainians could find a way back to association with Europe." She disputes the "coup" framing. |
What is NOT documented (in the public record):
The interpretive divide:
| Perspective | Argument |
|---|---|
| Ukrainian/Western mainstream | The Nuland call shows diplomatic engagement, not orchestration. Hundreds of thousands of Ukrainians protested for their own reasons (corruption, authoritarianism, EU aspirations). The US expressed preferences but did not control the outcome. Nuland herself frames it as de-escalation. |
| Critics (Maté, Cato, WSWS, etc.) | The Nuland call, the $5B in democracy funding, the timing of US diplomatic pressure, and the rapid installation of a US-preferring government (Yatsenyuk as PM) demonstrate that the US was not a passive observer but an active agent of regime change — even if not a literal "CIA operation." [Cato](https://www.cato.org/commentary/washington-helped-trigger-ukraine-war): "The extent of the Obama administration's meddling in Ukraine's politics was breathtaking." [Consortium News](https://consortiumnews.com/2016/04/11/yats-is-no-longer-the-guy/): "the coup was clearly orchestrated by Nuland... she probably had the CIA's assistance." |
| Russian/Kremlin | Putin: the coup was "orchestrated with the backing of CIA, of course" ([TASS, 2024](https://tass.com/politics/1744103)). This is the most extreme version and is treated as propaganda by fact-checkers, but it rests on the same underlying facts (Nuland call, US funding) interpreted maximally. |
The honest summary: The US was deeply engaged — diplomatically, financially, and politically — in the events of 2013–2014. The Nuland call is real and unambiguous in its content. Whether that constitutes "orchestration of a coup" or "active diplomatic engagement in a domestic political crisis" is the interpretive question, and reasonable people disagree. What is not established in the public record is a CIA-run covert operation that staged the protests.
3. Post-2014: The Documented CIA–Ukraine Intelligence Partnership
This is where the evidence is overwhelming and self-acknowledged by US officials:
| Event | Source |

| 2016–2022: CIA helps build 12 secret forward-operating bases along the Russian border; "Operation Goldfish" trains Ukrainian agents for deep-cover and guerrilla operations inside Russia | [NYT (Feb 2024)](https://www.nytimes.com/2024/02/25/world/europe/cia-ukraine-intelligence-russia-war.html); [ABC News](https://abcnews.com/International/cia-helped-rebuild-ukraine-intelligence-russia-invasion/story?id=116909361); [Strategic Page](https://www.strategypage.com/htmw/htsf/articles/20240309.aspx) |
| Feb 2022 (invasion): CIA officers are the only Americans not evacuated from Ukraine; they remain in western Ukraine relaying real-time intelligence on Russian strike plans | [NYT (Feb 2024)](https://www.nytimes.com/2024/02/25/world/europe/cia-ukraine-intelligence-russia-war.html) |
| 2022–present: CIA officers deployed to Ukrainian bases; review target lists for Ukrainian strikes on Russian territory; assist in planning strikes on Russian energy infrastructure | [NYT (Feb 2024)](https://www.nytimes.com/2024/02/25/world/europe/cia-ukraine-intelligence-russia-war.html); [Forbes (Jun 2026)](https://www.forbes.com/sites/davidkirichenko/2026/06/22/how-the-cia-helped-build-ukraines-intelligence-advantage/) |
| Oct 2023: Washington Post documents CIA-tied Ukrainian operatives conducting a covert bombing operation inside Russia (bomb hidden in a cat carrier) | [Washington Post](https://www.washingtonpost.com/world/2023/10/23/ukraine-cia-shadow-war-russia/) |
Key point: The CIA's post-2014 role is not a "coup" narrative — it is a self-acknowledged, decade-long intelligence partnership that the US government has never denied. The NYT, ABC, Washington Post, and Forbes have all reported on it with sourcing from current and former US officials. The question is not whether the CIA is involved (it is, extensively) but what that involvement means for the "unprovoked war" narrative.
The Core Tension
The "CIA coup" claim and the "CIA intelligence partnership" are two different claims that get conflated:
-
Claim A: "The CIA orchestrated the 2014 removal of Yanukovych." → Not established in the public record. The Nuland call shows US diplomatic engagement, not CIA operational control. The protests had massive domestic drivers.
-
Claim B: "The CIA has been deeply involved in Ukraine's security and intelligence architecture since 2014, training forces, building bases, and conducting joint operations against Russia." → Thoroughly documented by US media with US government sources.
Critics (Maté, Cato, WSWS, etc.) argue that Claim B, taken seriously, undermines the "unprovoked war" framing: if the US has been running a covert intelligence operation inside Ukraine for a decade, targeting Russian territory, then Russia's security concerns were not entirely irrational. The US mainstream response is that intelligence cooperation with a sovereign ally is standard practice and does not constitute "provocation."
Both sides are arguing from the same documented facts. The disagreement is over interpretation."
