2. Internal communications involving Chair Jerome Powell, Board Governors, senior
staff, or relevant offices concerning:

• Federal funds rate policy
• Inflation management strategies
• Balance sheet reduction or expansion
• Treasury issuance and debt market coordination
• U.S. Treasury Department consultations
• Emergency liquidity facilities
• Repo or reverse repo operations
• Financial stability concerns tied to federal debt markets
