From the first sentence onward, the Duran gets it all wrong in terms of what the ICJ rulings says. It has not ruled on war crimes at all. I have covered what the ruling was in a previous post and linked to the actual ruling there. I have also covered various related ruling statements by judges on the case and linked to them. None of them that I know of have said what the Duran folks are saying.

While the ruling can be interpreted as being in S. Africa's favor at this stage in that it does not dismiss the case at all, it is not a ruling on the merits and a ruling that Israel has committed anything at the moment. The ruling can also be argued to be in Israel's favor given that the ICJ did not seek to order a ceasefire.

Also there is no real discussion of the dissenting opinions- both Israel's and Uganda's judges on the bench- and their merits (or demerits) by the Duran. One judge who concurred with the decision admits that what S. Africa had to argue was a low bar for evidentiary standard ...
